I'm no longer able to reproduce this on the CX2 dashboard:
I'm no longer able to reproduce these issues. These errors could be due to cxserver which has received many improvements since 2023.

The ContentTranslation channel in Logstash now has logs: https://logstash.wikimedia.org/goto/2bc83a09dff80dbd5b8b2caabd11d45c
I was able to reproduce this issue locally. Enabling toggleClipping on the PopupWidget appears to fix the issue.

Appears to be working as expected.
The error appears to be because $row->translation_source_revision_id is null which is used to create an instance of PublishedTranslationDTO.
No longer seeing any occurrences of this error since May 8th: https://logstash.wikimedia.org/goto/4224caf248340b8c205f4c90b080c724
In addition to fixing the issue that was mentioned in this comment, we've added a try...catch block around the code that publishes the translation. This should avoid the stuck "Loading..." problem and should allow users to try publishing again. We've also added logging to ensure that these logs are present in Logstash.

Saving the draft is retried up to 5 times automatically on failure. If the saving still fails after 5 attempts the following error message is displayed: An error occurred while saving the draft.. After this the manual saving will be enabled again...and the process repeats.
Not able to reproduce this on my phone running Firefox, Google Android
This is done, and deployed. Can be tested at: https://en.wikipedia.org/wiki/Special:AutomaticTranslation?page=Moon&from=en&to=hi&step=confirm
I'm noticing some other issues...moving this to inprogress.
