Tom Barrett (R) defeated Curtis Hertel (D) and Leah Dailey (L) in the general election for Michigan's 7th Congressional District on November 5, 2024. Incumbent Elissa Slotkin (D) ran for U.S. Senate. This was one of 19 seats that changed partisan control due to the 2024 U.S. House of Representatives elections.
Before the election, Bridge Michigan's Lauren Gibbons wrote the district "is split nearly down the middle politically," and Gov. Gretchen Whitmer (D) described the district as "a microcosm within a microcosm of the country."[1][2]
Hertel was Whitmer's director of legislative affairs. He represented the 23rd District in the state Senate from 2015 to 2023.[3] Hertel campaigned on improving the economy and lowering prices, saying at a campaign event, "We’re going to make lowering the costs of being a Michigander, of succeeding in raising a family, a major part of this campaign."[4] He focused on his work in the legislature, where he said he worked "with a lot of Republicans in order to do big things like bringing jobs here to Lansing."[5] Whitmer endorsed Hertel, and a group of Republican and independent politicians also supported his campaign.[2][6]
Barrett was a former state senator and state representative. He was the Republican nominee for this district in 2022, losing to Slotkin 51.7% to 46.3%. In a statement to Michigan Advance's Kyle Davidson, Barrett told the outlet his top priorities were "national security, border security, neighborhood security, ...and economic security."[7] He also focused on foreign policy, saying, "Iran and other near-peer adversaries are getting stronger and more emboldened under this president. And we need a change in direction."[8] The National Republican Congressional Committee listed Barrett as one of 26 candidates it was supporting as part of its Young Guns program for candidates in competitive districts.[9]
Barrett said in an interview that abortion was a factor in his loss in 2022. He said, "Roe v. Wade had just been overturned...And then, at the same time, Michigan had this pending ballot, constitutional amendment, to ratify a pretty extreme pro-abortion standard in Michigan."[10] He said that he had a better chance in 2024 because "the top of the ticket should be far more competitive. The abortion proposal, which dominated the race and every race in America seemingly two years ago, is not on the ballot in Michigan this year."[10] Hertel said that abortion would still be a relevant issue because he said that voters would see the "potential for Republicans to take control of all branches of government and [pass] a national abortion ban."[11]
Based on third-quarter reports filed with the Federal Election Commission before the election, Hertel raised $7 million and spent $5.9 million, and Barrett raised $4.6 million and spent $4.1 million. To review all the campaign finance figures in full detail, click here.
As of October 30, 2024, four independent election forecasters rated the general election a Toss-up.
The outcome of this race affected the partisan balance of the U.S. House of Representatives in the 119th Congress. All 435 House districts were up for election.
At the time of the election, Republicans held a 220-212 majority with three vacancies.[12] As a result of the election, Republicans retained control of the U.S. House, winning 220 seats to Democrats' 215.[13] To read more about the 2024 U.S. House elections, click here.
In the 2022 election in this district, the Democratic candidate won 51.7%-46.3%. Daily Kos calculated what the results of the 2020 presidential election in this district would have been following redistricting. Joe Biden (D) would have defeated Donald Trump (R) 49.4%-48.9%.[14]

Polls
- See also: Ballotpedia's approach to covering polls
Polls are conducted with a variety of methodologies and have margins of error or credibility intervals.[15] The Pew Research Center wrote, "A margin of error of plus or minus 3 percentage points at the 95% confidence level means that if we fielded the same survey 100 times, we would expect the result to be within 3 percentage points of the true population value 95 of those times."[16] For tips on reading polls from FiveThirtyEight, click here. Race ratings
- See also: Race rating definitions and methods
Ballotpedia provides race ratings from four outlets: The Cook Political Report, Inside Elections, Sabato's Crystal Ball, and DDHQ/The Hill. Each race rating indicates if one party is perceived to have an advantage in the race and, if so, the degree of advantage:
- Safe and Solid ratings indicate that one party has a clear edge and the race is not competitive.
- Likely ratings indicate that one party has a clear edge, but an upset is possible.
- Lean ratings indicate that one party has a small edge, but the race is competitive.[17]
- Toss-up ratings indicate that neither party has an advantage.
Race ratings are informed by a number of factors, including polling, candidate quality, and election result history in the race's district or state.[18][19][20]
