4790.2E contains the following highlights.
Chapter 1 – Overview of the Naval Aviation Maintenance Program (NAMP) and Guide
to the NAMP Instruction
• This change authorizes NAVAIR ACCO to perform CNAF NAMP approval authority for
deviation requests specific to its assigned operational aircraft and Depot specific special
processes, for example hole quality, plating, heat treat.
Chapter 2 – Chief of Naval Operations and Commandant of the Marine Corps, System
Commands, Aircraft Controlling Custodians, Navy Type Wings and Marine Air Wings,
and Operational Commanders
• Expands Navy Type Wings and Marine Air Wings leadership for oversight and
standardization of MOU/MOA within their WING, Foreign Militaries or other service
branches during joint operations.
Chapter 3 - Maintenance Concepts; Maintenance Activity Standard Organization; Aviation
Maintenance Officer Qualifications; Command, Department, Division, Branch and Work
Center Management Responsibilities
• Adds Additive Manufacturing specific applicability and AM services into I-Level.
Chapter 5 – O-level Maintenance Control; I-level Production Control; Aircraft , Engine,
and Equipment Inspection; Aircraft Acceptance, Transfer, and Ferry
• Defines Production Control’s role in Beyond Capability of Maintenance Interdiction
(BCMI).
• Adds additional methods of back-ups and saves to include PDF and share drive for OOMA
CM ALS for transfer.
• Requires activities to submit Phase Depot Maintenance Special Work Request 180 days prior
to the WING or MAG/MAL.
Chapter 6 - Material Management and Control
• Provides the foundation for Predictive Maintenance and Health Monitoring Systems (HMS)
adding project code ZCJ.
Chapter 7 - Quality Assurance (QA)
• Provides COs direction on and the authority to reinstate/grant QA & non-QA qualifications.
• Introduces the concept of Impromptu CDI evaluations and grading criteria.
Enclosure (1)
• Defines and clarifies applicability and management for Aircraft Confined Space program.
• Defined the Support Equipment Misuse/Abuse process.
Chapter 8 - Aircraft and Aeronautical Equipment Logbooks and Records
• Introduces serialization process for non-serialized components.
• Adds additional methods of back-ups and saves to include PDF, external and share drive for
OOMA CM ALS for transfer. Changes periodicity of required CM ALS backups for O/I-
Level.
Chapter 9 – Aircraft Inventory Management and Material Condition Reporting
• Requires stricken aircraft to be transferred to the OMAWHOLE server vice AMARG server.
Chapter 10 - Naval Aviation Maintenance Program Standard Operating Procedures
(NAMPSOPs)
10.1 Aviation Maintenance Training Program NAMPSOP
• Exempts officers assigned to the Maintenance Department who have completed Aviation
Officer Maintenance Fundamentals Course (CIN C-555-0034) from NAMP INDOC.
10.5 Hydraulic Contamination Control Program NAMPSOP
• Establishes control WO to link required hydraulic WO to be closed out prior to signoff.
10.7 NAMP Compliance Auditing NAMPSOP
• Defines auditing requirements to include corrective action plans for all long-term
discrepancies tracked on the QA Discrepancy Tracker.
• Introduces the requirement to publish QA outstanding and overdue discrepancies in the
activity MMP.
10.8 Technical Data Management NAMPSOP
• Adds responsibility for QARs to review Aviation Maintenance Engineering Advisory
(AMEA) (hosted on NATEC) with the MMCPO for applicability.
• Adds requirement for TDM to run ELMS Library Audit Function and TDs posted since last
summary verification each working day.
• Established NAVAIR Program Office via COMFRC FST HQ Technical Data Department as
authority to approve use of cancelled publications.
10.9 Naval Aviation Maintenance Discrepancy Reporting Program (NAMDRP) NAMPSOP
• References Title 41 of Code of Federal Regulations (CFR) as the core deficiency reporting
policy.
10.10 Technical Directive Compliance NAMPSOP
• Aligns NA SOP 00-25-300 with 10.10 policy and expands criteria for TD compliance and
authority to configure/deconfigure is only through NAVAIR issued TDs.
• Realigned the process flow of the Technical Directive Review Checklist, adds requirements to

TD Compliance plan, and clarified TDM requirements for document retention.
10.13 Aircraft and Support Equipment (SE) Corrosion Prevention and Control Program
NAMPSOP
• Adds requirement to provide termination date on waivers, clarification to waiver time
timeline, and requirements to make logbook entry for waivers received by Type Wing or
MAG.
• Establishes requirements for non-OOMA commands to make determination for aircraft
preservation to be documented within applicable approved T/M/S Management Information
System (MIS).
10.14 Plane Captain Qualification Program NAMPSOP
• Removes NAMP requirement for WING/MAW to create a specific refresher syllabus per
T/M/S. New requirement standardizes all Plane Captains to perform and pass CSEC 5700
during practical examination.
• Requires the Type Wing syllabus to address initial designation and requalification
requirements for maintenance and aircrew personnel striving to become qualified Plane
Captains.
10.15 Egress/Explosive Systems Checkout Program NAMPSOP
• Updates the refresher training requirements from 6 months to 12 months, for O/I-Level
10.16 Support Equipment Operator Training and Licensing Program NAMPSOP
• This change realigns notes, and amends administration of SE Operators License to ensure
clarity of policy.
• Authorizes reinstatement of SE operator’s License upon reporting to an activity with similar
T/M/S meeting prescribed requirements.
10.18 Naval Aviation Metrology and Calibration (METCAL) Program NAMPSOP
• Changes Navy Enlisted Classification (NEC) code requirements for Navy Military personnel
performing non-physical or non-mechanical calibrations to NECs I25A, I31A or 729A.
Consolidated Automated Support System (CASS) to I26A, I25A, I31A, or 729A, and
NAVSEA SISCAL to I25A or I31A.
10.19 Hazardous Material Control and Management (HMC&M) Program NAMPSOP
• Authorizes use of expired HAZMAT for non-aircraft, non-SE, non-AWSE application policy
per DoD Manual 4140.27.
10.20 Intermediate Level Component Repair Optimization (CRO) NAMPSOP
• Explains the significant updates to the Combined-ICRL Program and how to use its features.
10.24 Aviation Maintenance Inspections (AMI) and Maintenance Program Assessments
(MPA) NAMPSOP
• Provides clarification for grading discrepancy definitions regarding contractor discrepancies

for AMIs and MPAs.
• Introduces accommodations for CVN and L-class ships undergoing extensive yard periods to
coordinate with CNAF N422 to seek approval before standing down NAMP programs.
10.26 Electrical Wiring Interconnect System (EWIS) Maintenance NAMPSOP
• Updates maintenance personnel applicability for EWIS Maintenance and training.
10.27 Aircraft Gun Systems (AGS)/Aircraft Crew Served Weapons (ACSW) NAMPSOP
• Removal of the AGS/ACSW Applicability and Reporting table, information can be found in
AGS/ACSW PMIC.
• Format changes realigns the responsibilities of the Work Center Supervisors and
Maintenance Administration personnel for acceptance and transfer, issue and receipt
processes.
10.40 Aviation Life Support Systems (ALSS) and Egress Systems Maintenance NAMPSOP
• Clarifies requirement and submission timelines for O-Level activities to provide spare ALSS
assemblies (parachutes, life rafts, seat survival kits and other survival pool assets) to
supporting IMA and requires shore based IMAs to establish pools based on, total number of
aircraft and pilot/NFO/aircrew in each unit supported.
10.42 Aircraft Engine/Auxiliary Power Unit (APU) Turn-up License and Aircraft Taxi
License Procedures NAMPSOP
• Expands requirements to become qualified Aircraft Engine/APU Turn-up licensed operator
by including usage of Type Wing and Marine Air Group approved simulators.
• Removes certified and certification, to reflect the terms qualified, qualification, and
requalification.
10.43 Unmanned Aircraft Systems Ground Maintenance Vehicle Operator (GMVO)
NAMPSOP
• Establishes GMVO program including references, introduction, requirements, and
responsibilities.
10.44 Low Observables Maintenance Program (LOMP) NAMPSOP
• Clarifies responsibilities for the NAVAIR LOGIC Team and Program Offices,
COMNAVAIRFOR N422, Type Wing/MAG/Intermediate Level FRCs/AIMD, Maintenance
Officer, Program Manager/Monitor, and Maintenance Control.
• Incorporates Signature Management Plan (SMP) and LO system audit requirements, in
addition to trend analysis of LO related issues.
10.45 Additive Manufacturing (AM) Program NAMPSOP
• Establishes AM NAMPSOP references, introduction, and requirements and responsibilities.

Appendix A - Acronyms, Abbreviations, and Definitions
• Adds AMEA – A naval message issued by a FST to advise activities of systemic
discrepancies with aviation maintenance compliance being discovered through trend analysis
or during engineering inspections.
• Adds BCMI – BCMI is a Commander, Fleet Readiness Centers (COMFRC) managed
program where selected IMAs are supplemented with on-site D-Level artisans to perform D-
Level repair tasks on selected components that are within the capability of the artisan and the
IMA.
