Biography

The Hon. Victor Hwang is a judge for the Superior Court of San Francisco County in California. He was elected the bench on November 8, 2016.

Hwang attended the University of California, Berkeley, where he earned a B.A. in English in 1989. He then received a J.D. from the University of Southern California in 1992.

Hwang began his legal career in 1992. He first worked as a deputy public defender with the Office of the Public Defender of Los Angeles County. He returned to San Francisco four years later, where he spent the next five years working with the Asian Law Caucus as its managing attorney. During his tenure with the Asian Law Caucus, Hwang participated in a number of high profile cases. He helped represent the family of a Chinese-American who was shot and killed by a Rohnert Park police officer in 1997. He also assisted in the defense of Dr. Wen Ho Lee, a Taiwanese-American scientist accused of espionage. Then, in 2001, Hwang joined Asian Pacific Islander Legal Outreach as its managing attorney, where he worked to help survivors of domestic violence, elder abuse, and human trafficking.

Hwang joined the Office of the District Attorney of San Francisco County in 2007. As its civil rights prosecutor, Hwang was responsible for prosecuting human trafficking, sexual assault, and hate crime cases. He then left the Office of the District Attorney to return to Asian Pacific Islander Legal Outreach as its Deputy Director in 2014.

Hwang was appointed to the San Francisco Police Commission in April 2014. This is a commission that was charged with overseeing the police department, tasked by the mayor to guide reforms designed to limit fatal killings by police officers. Hwang resigned from the commission at the time of his election to the bench.

Hwang has served as president of the Asian American Bar Association. He also served as co-chair of the Minority Bar Coalition, and he served on the board of the Bar Association of San Francisco.
