I've had trouble reproducing on my local wiki. Here's a more recent patchdemo, on which I also couldn't repro... I think this may have been subsequently fixed, could you check here?
dom_walden moved T387328: Refactor CheckUser ProtectedVarsAccessLogger logging out of AbuseFilter from Needs QA to Done on the Trust and Safety Product Sprint (Sprint Cozonac (April 14 - May 2)) board.
This was tested as part of T390708#10748237. I added another variable to $wgAbuseFilterProtectedVariables so I could see access being logged to both checkuser-temporary-account and abusefilter-protected-vars, as appropriate.
