District 3 Teacher Empowerment and Compensation Enhancement Plan
2. Competitive Base Compensation: Increase teacher salaries to be among the highest in the country, reflecting the importance of their work. This should be funded by reallocating existing budget resources, applying for relevant grants, and considering allocating a small percentage of existing local property taxes to education funding.
3. Teacher Loan Forgiveness Program: Propose a state budget item to create a new Maryland Teacher Loan Forgiveness Program, separate from federal programs. Under this program, teachers who have worked in Maryland public schools for a certain number of years (e.g., ten years) would be eligible for loan forgiveness. To address the immediate concerns, teachers who have already served this duration would be eligible for immediate loan forgiveness upon implementation of the program.
4. Career Advancement Opportunities: Develop clear career progression paths, including leadership roles within schools, and tie these to the tiered compensation system to further incentivize career development and commitment. No teacher should work overtime and not be paid or compensated.
5. Continued Professional Development: Expand professional development opportunities and offer financial incentives for teachers who gain additional qualifications or specializations.
