The National Innovation Council (NIC): Driving the Philippines' Innovation Agenda

As the global economy becomes increasingly knowledge-driven, innovation has emerged


as a critical driver of national competitiveness and prosperity. In recognition of this, the Philippine
government established the National Innovation Council (NIC) in 2021 to spearhead the country's
efforts to cultivate a vibrant culture of innovation.

Chaired by the President of the Philippines, the NIC brings together a diverse set of
stakeholders, including the Secretary of the National Economic and Development Authority, 16
ex-officio government officials, and seven executive members from the academe, business
sector, MSMEs, and scientific community. This broad-based composition reflects the council's
mandate to take a whole-of-society approach to innovation policymaking.

The NIC's primary responsibilities include developing the country's innovation goals,
priorities, and long-term national strategy. By aligning the efforts of various government agencies,
academic institutions, and private sector players, the council aims to create a cohesive,
nationwide innovation ecosystem. Key focus areas include promoting R&D investments, fostering
technology commercialization, strengthening STEM education, and empowering micro, small,
and medium enterprises (MSMEs) to adopt innovative practices.

One of the NIC's flagship initiatives is the National Innovation Roadmap, a comprehensive
strategic plan that outlines the country's innovation vision and specific, time-bound targets. The
roadmap serves as a north star for the Philippines' innovation-driven development, helping to
direct resources, coordinate initiatives, and track progress across various sectors.

Moreover, the NIC oversees the implementation of the Innovation Development Agenda
(IDA), a legislative framework that provides incentives and support mechanisms for innovation
activities. The IDA includes provisions for tax credits, research grants, and startup funding, as
well as measures to protect intellectual property rights and encourage knowledge-sharing.

By harnessing the collective expertise and resources of its diverse membership, the
National Innovation Council is well-positioned to drive the Philippines' transformation into an
innovation-led, knowledge-based economy. As the country navigates the challenges and
opportunities of the 21st century, the NIC's leadership will be crucial in ensuring that innovation
remains at the forefront of the national development agenda.
