Congratulations on the purchase of your WANCO Solar Assisted Traffic Director. This
unit is the finest and most technologically advanced on the market today. Wanco Inc. has

OPERATED WITH ANY PARTS, SUPPLIES, OR ADDITIONAL EQUIPMENT
ATTACHED TO IT OR LOADED UPON IT.

IN TANDEM WITH THIS UNIT.

ALWAYS VISUALLY CHECK THE ARROW BOARD AFTER YOU HAVE
SELECTED THE PROPER SETTINGS TO INSURE THE UNIT IS OPERATING
CORRECTLY. CHANGE ANY BULBS THAT ARE NOT OPERATING.

2.0

ASSEMBLY INSTRUCTIONS

UNIT IS FULLY ASSEMBLED AND READY TO USE WITH THE EXCEPTION OF


THE DRAWBAR WHICH MAY BE INSTALLED/REMOVED BY SLIDING IN OR
OUT OF TUBING MOUNTED ON BOTTOM FRONT OF TRAILER FRAME AND
HELD IN PLACE BY TWO BOLTS.

3.0

TOWING INSTRUCTIONS

1. Secure the battery box lid to closed position and lock


2. Lower signboard into the travel position and secure with positive winch
and cable action, along with locking pin in slide bar.
3. Raise and secure the rear stabilizer jacks.
4. Lower trailer tongue onto towing vehicle.
5. Secure the hitch. Attach the towing chain to the towing vehicle.
WARNING: When towing be certain that the hitch is completely seated
on the ball before locking. If not properly seated, the hitch may come
loose resulting in death, injury, or property damage.
CAUTION: Trailers's electrical system uses negative (frame) ground.
6. Connect the tail light plug to the towing vehicles receptacle. See wiring
diagram for color code.
7. Raise and secure front stabilizer jacks/legs. Make sure snapper/plunger
pins are locked in place.

4.0

TRAILER OPERATION INSTRUCTIONS

The WANCO Solar Assisted Traffic Director Trailer is designed to operate using energy
from the sun instead of a diesel/gasoline driven engine and alternator to charge the
batteries.

IMPORTANT

LOCATE TRAILER INTO DIRECT SUNLIGHT. AVOID SETTING UP TRAILER


NEAR TREES, BUILDING, BILLBOARDS, ETC. WHERE SHADE OR SHADOWS
WILL BE CAST UPON THE TRAILER. THE SOLAR CHARGING PANELS ARE
GREATLY AFFECTED BY SHADE. FOR MAXIMUM CHARGING EFFICIENCY,
TRAILER MUST BE IN DIRECT SUNLIGHT.

1. Set trailer in desired area and position with rear of the trailer facing traffic. Use the
sight tube and follow the illustration below for correct placement of trailer. Stabilize
the unit with the stabilizer jacks/legs located on each corner of the unit. Replace
snapper/plunger pins in stabilizers.

2. Unhook tow chains, trailer plug, and latching mechanism on the hitch from tow
vehicle.
3. Remove snapper pin from safety slide pivot bracket of arrow board frame at the front
of the unit. Raise the arrow board by cranking the hand winch mounted on front side
of trailer. When the arrow board is fully upright, replace snapper pin in safety slide
pivot bracket. See section 4.1.
4. Solar panel(s) should be fully pivoted and not (even partially) shaded by any object.

IMPORTANT

PERIODICALLY CLEAN DUST/DIRT OFF OF SOLAR PANELS. A SOFT RAG


WITH WATER WILL BE THE BEST WAY TO CLEAN OFF THE PANELS. THE
MORE DUST THAT BUILDS UP ON THE PANELS THE LOWER THE CHARGING
EFFICIENCY OF THE SOLAR PANELS.

5. Open hinged lid of control box mounted on the side of the trailer frame. Move on/off
power switch to on position. Select desired function listed around function knob on
the left side of the control panel. The knob on the right allows the user to select the
intensity of the lights. It is recommended that the switch remain in the auto
position. See section 4.2.
6. Visually check the function on the arrow board face to verify the desired function is
Running. See figure below.

7. Place a padlock in the control box to prevent tampering.


8. Close lid of battery box. Place padlocks in battery box latches to prevent theft and
tampering.
9. Remove drawbar by removing the two bolts mounting it from front of trailer frame.
10. Chock wheels in place to prevent shifting of the trailer.

ARROW BOARD OPERATION INSTRUCTIONS

4.1 RAISING ARROWBOARD

The WANCO Solar Assisted Traffic Director is equipped with a hand winch and steel
cable to raise the arrow board from the travel position to the operating position. A safety
slide bar is provided as a second safety device should the winch or cable fail.

1. Remove the snapper pin from the safety
slide pivot bracket.
2. Crank hand winch to raise arrow board to
operating position.
3. Reinsert snapper pin into safety slide pivot
bracket.

4.2 OPERATION OF CONTROL BOX

1. The on/off toggle switch is located on the


panel in the upper right corner. This must
be on to get power to the control box.

done. See section 4.0 for the figure


showing the arrow board functions.
3. Select the desired brightness position. For the
most efficient operation of the unit, select the
automatic setting. When outside, the lights of
the arrow board will dim automatically. This
will help keep the lights from becoming a
distraction in lower ambient light levels.

WARNING:
VISUALLY CHECK THE FUNCTION OF THE ARROW BOARD FACE TO VERIFY
THE DESIRED FUNCTION IS RUNNING. CHANGE ANY BULBS THAT ARE NOT
OPERATING.

5.0

TRAILER SHUTDOWN PROCEDURE

1. Shut off arrow board at control box.

2. Remove snapper pin from slide bar assembly.

3. Push on slide bar as shown while beginning to


winch arrow board down to travel position.
Pushing on the slide bar will kick the upright and
arrow board out of its vertical position. Once the
process has started, complete the winching of the
arrow board down to the travel position. Line up
the holes for the reinsertion of the snapper pin into
the slide bar assembly.

4. Replace snapper pin into slide bar assembly.

5. Follow instructions in section 3.0-towing instruction for towing


trailer.

6.0

BATTERY CHARGING PROCEDURES


Charging batteries properly is very important for the function of your equipment depends
on it. It is important to become familiar with instructions issued with the charger or
equipment manual. Here is a list of helpful items to remember when charging.

1. Batteries should be charged after each period of use. Charging between short intervals
of nonuse is permissible. In cold weather, batteries should come off charge just prior
to use.
2. Do not allow batteries to set in a state of discharge. Discharged batteries left outside
during the winter may freeze and split.
3. Charge batteries only in a well-ventilated area. Keep sparks or flames away from a
charging battery.
4. Always be sure batteries are fully charged prior to putting equipment in operation.
5. Use of battery additives can shorten the life of batteries. DO NOT use them.
6. Check battery solution level (see section 7.0A).
7. Tighten all vent caps before charging.
8. Prevent undercharging the batteries. Undercharging causes stratification.
9. Do not charge a frozen battery.
10. Try to avoid charging at temperatures above 120 F.

CHARGING WITH REMOTE BATTERY CHARGER


The WANCO Battery Charger is an alternate charging system to the solar panels. The
charger also has voltage-monitoring components for the battery system and condition
meter.
The battery charger will take approximately 24 hours to recharge the battery bank when
the system has been drained to shutdown condition.
To recharge the battery bank with the remote charger, observe the following steps:

1. Switch off the power toggle switch on the control box.


It is okay to leave it on if charging while unit is in
service.
2. Plug in charger power cord to 120V commercial power.
3. Switch on charger switch. Ammeter should show
positive charging.
4. To check charging level of battery bank, switch off
charger switch. Allow batteries to stabilize, then
push meter switch to check charging level.
5. Charge batteries until fully charged. Ammeter should
be below 5 Amps to ensure battery bank is fully
charged. Charger will not overcharge battery bank if it
is left on for an extended period of time.
6. Turn off charger when charging is complete.

7.0

BATTERY MAINTENANCE FOR INTERSTATE BATTERIES


MAINTENANCE PROCEDURES

A. BATTERY WATERING

Watering a battery is very important and must be done at the right time and in the right amount or else
the batterys performance and longevity suffers. You may never need to add water to your Interstate
battery. But in the event that you should, most Interstate batteries come with removable vent caps.
Under normal operating conditions, these low-maintenance batteries will require minimal service. In
hot climates and in the event of a malfunctioning charging system, it is beneficial to own a battery that
can be serviced, and Interstate batteries are designed with this in mind. Distilled or deionized water
should always be added. When electrolyte is lost under normal use, the water evaporates while the
acid remains in the battery. Adding acid will, therefore, alter the chemical composition of the
electrolyte and cause the battery to fail more quickly. Check your batterys water level regularly. This
will extend its life. We recommend checking it every six months in hot climates and once a year in
mild climates. Prior to charging, check the water level. There should be enough solution to cover the
lead plates. If the battery has been discharged (partially or fully), the solution level should also be
above the plates. If the level is below the top of the plates, add water. To be safe, you can add water
any time it falls below the proper level. The following are important to remember:

1. Check the water level every six months in hot climates and once a year in mild climates.
2. Add only distilled or deionized water to a battery.
3. Add water when the lead plates get exposed to the air. Exposure will damage or corrode the plates
and obviously shorten battery life.
4. Do not overfill a battery. Ideally, the water level should be no higher than 1/8 inch below the
bottom of the vent well. Overfilling may result in electrolyte overflow and consequently losing
capacity and causing a corrosive mess.

WARNING: Avoid skin contact with battery acid solution.

The following is a step-by-step watering procedure:

1. Open the removable vent caps, which may be pried off


with a flat-head screwdriver. Look inside each
individual cell.
2. Check the solution level in each cell; the minimum
level is at the top of the plates and the maximum
level is 1/8 inch below the bottom of the vent well.
3. If necessary, add just enough distilled or deionized
water to meet the level criteria in #2.
4. Charge the battery if needed. See the previous
section on battery charging procedures.
5. After charging, open the vent caps and again look
inside each individual cell.
6. Add additional distilled or deionized water to meet
the level criteria in #2. Do not use a hose to water
batteries. Watering guns or automatic watering
systems are available and recommended.
7. Clean and replace all vent caps.

WARNING: Never add acid to a battery. Fill only with distilled or deionized water.

Spot check cells between waterings to assure solution is above the plates. Excess water usage
indicates the presence of one or all of the following:

a) Overcharging
b) High temperature operations
c) Battery is nearing the end of its service life

B. BATTERY CLEANING

Batteries appear to attract dust, dirt, and grime. Keeping them clean is important so problems may be
avoided. The following are guidelines for you to follow every three to six months to keep your
batterys life extended:

1. Keep Terminals Clean. Visually inspect the terminals and cables at least once a year, especially
in hot temperatures, for signs of corrosion. If dirty or corroded, clean the connections with a
scraper and wire brush. Clean terminals will have a bright metallic shine. This will ensure a good
connection and proper starting.
2. Keep Case Clean. Keep the top of the battery clean of heavy dirt and oil with a cloth dampened
by ammonia or a 50/50 solution of baking soda and water. Then rinse with clear water and allow
to thoroughly dry. Do not allow any cleaning solution or foreign matter to get inside the battery.

C. BATTERY INSPECTION

Inspect batteries and other terminal connections for the following:

1. Corrosion. See previous section for battery cleaning.


2. Loose Connectors. Check all connectors for a good contact with terminals. Loose connectors
may cause explosion and/or serious injury.
3. Broken or Frayed Cables. Replace any cables that appear suspicious or have visible cracks or
bare wires.
7.1
TESTING PROCEDURES

Visual inspection alone is not sufficient to determine the overall health of the battery. Open Circuit
Voltage, Load Test, and Specific Gravity Test can give a good indication of the batterys charge level, age,
and health. Routine checks of voltage and gravity checks will not only show the state of charge but also
help spot signs of improper care, such as undercharging and over-watering, and possibly even locate a bad
or weak battery. The following steps outline how to perform a Specific Gravity Test, Open Circuit Voltage
Test, and Load Test:

A. Specific Gravity Test. This test is performed with a hydrometer, which is the most accurate hand held
tool for determining the state of charge of a lead acid battery.

1. Draw electrolyte into the hydrometer a few times so that the float reaches the same temperature as
the electrolyte. This will increase the accuracy of your readings.
2. Hold the hydrometer vertically so that the float is free and does not touch the inner walls of the
barrel.
3. Hold the hydrometer so that the liquid is level in the barrel and at eye level.
4. When you draw the electrolyte, make sure that the hydrometer is full.
5. Check each individual battery cell. If the specific gravity varies more than 0.050 or 50 points
among the cells while the battery is at a 75% state of charge or above, then the battery is bad and
should be replaced. The cells that have a specific gravity of 50 points less than the highest cell are
bad cells. A hydrometer reading of 1.265 or greater at 80F indicates a full charge for Interstate
batteries. To determine the batterys state of charge, compare the hydrometer reading to the
following chart:

6. To get the most accurate hydrometer reading, you should adjust your hydrometer reading
according to the temperature. If the electrolyte temperature is ABOVE 80F, ADD 0.004 (called
four points) to the hydrometer reading for each 10 degrees above 80F. If the electrolyte
temperature is BELOW 80F, SUBTRACT four points from the hydrometer reading for each 10
degrees below 80F.

B. Open Circuit Voltage Test. An open circuit voltage test may be performed with a voltmeter.

1. To determine if the battery is experiencing a problem, turn off all electrical loads and the charging
source.
2. For an accurate reading, allow the battery to sit with no electrical loads applied for at least one
hour.
3. Connect a voltmeter to the positive and negative terminals and measure the terminal post voltage
with no loads or chargers connected to the battery.
4. To determine the batterys state of charge, compare the open circuit voltage reading on the
voltmeter to the following chart:

We do not recommend that you substitute the Open Circuit Voltage Test for a Specific Gravity Test,
which is more accurate. The Open Circuit Voltage Test is the only way to determine the state of
charge of a sealed no-maintenance battery.

C. Load Test. This test is a 15-second discharge of the battery at a 1/2 cold cranking amp level. A more
accurate testing method than a voltmeter or a hydrometer, the load test is often required to determine
whether a battery is good or bad. Professional technicians use it.

BATTERY STORAGE

For proper storing of a battery, you should:

1. Clean the battery case and terminals with baking soda and water.
2. Check the water level and add water if needed.
3. Test your battery with a hydrometer and/or a voltmeter to ensure the battery is fully charged.
4. If needed, charge your battery. Batteries stored in a discharged state are susceptible to freezing,
sulfation, and an increased rate of discharge. A fully charged battery will not freeze unless the
temperature reaches approximately 80F below zero. But if discharged, it can freeze at 32F. Solution
will freeze at the following temperatures:

1.000 +32F

Store your battery in a dry, cool, well-ventilated area the cooler the better without going below 32F
and out of the reach of children and pets. Check the water level and state of charge every 45 60 days. If
needed, add distilled or deionized water and charge. Batteries self-discharge when idle as follows:

At 100F, battery self-discharges at 3 points in specific gravity per day.


At 80F, battery self-discharges at 2 points in specific gravity per day.
At 50F, battery self-discharges at 1/2 points in specific gravity per day.
At 30F, battery self-discharges at 1/10 points in specific gravity per day.

7.3
BATTERY REPLACEMENT

To replace a battery, do the following:

1. Disconnect the negative (-) cable from the battery with a wrench.
2. Disconnect the positive (+) cable.
3. Remove the brackets, which hold down the battery.
4. Lift out the battery with a lifting strap.
5. Inspect the bottom of the box for any corrosion or damage. Clean the bottom and attaching parts.
6. Inspect the battery cables for corrosion and damage. Clean or replace the cables as needed to ensure a
good connection.
7. Install your new Interstate battery and secure it with the provided hardware. Reconnect the positive
(+) lead then the negative (-) lead. Be careful not to overtighten the leads.

NOTE:
A warning on each Interstate battery states, Batteries expel explosive gasses. Keep sparks, flames,
burning cigarettes or other ignition sources away at all times. Always wear safety goggles and a face shield
when working near batteries. Production of explosive battery gasses alone does not cause a battery to
explode. It is the combination of explosive gasses and some type of spark or flame that on a rare occasion
results in an explosion. If a battery explodes during starting, for example, this is often caused by a low
level of battery fluid and/or an inadequate cable connection.

A battery explosion is a rare occurrence. However, since it is a possibility, it is important to follow battery
safety tips (see below) when working on or near batteries. Several factors increase the possibility of a
battery explosion:

1. Low water level in the battery.


2. Overcharging.
3. High electrolyte temperature.
4. A poor external connection.
5. Poor jump starting procedures.

Safety Tips

1. Put on protective eye wear, rubber gloves, and work clothes and remove all jewelry.
2. Do not allow smoking, open flames or sparks near the battery.

SOLAR TRAFFIC DIRECTOR SOLAR PANEL TEST PROCEDURE
The following are the procedures for testing Solar Traffic Director solar panels (CURRENT TEST):

IMPORTANT: The best test for solar panels is a current test, not just a voltage test.

1. Remove white wire from control box marked Solar Panel.


2. Connect meter as shown in Figure 1, so power from solar panel flows through meter to control box.
3. With good sunlight on the solar panel, the meter reading should be approximately 2 Amps to 5 Amps
depending on solar panel wattage size. If the meter reading is zero (0), the following problems could
exist:
a. Defective solar panel.
b. Fully charged batteries, regulator inside control box shuts off solar panel.
c. Defective solar regulator inside control box. To test, move meter lead B to the screw on control
box going to + battery. This by-passes control box regulator. See figure 1.
d. Loose wire on battery + post going to control box. Make sure both battery post and control box
wires are tight.
4. If meter reading in test 3c is still zero (0), check open circuit current on just the solar panel. Move meter
lead B to black ground wire on control box. Meter should read 7 Amps. This verifies that solar panel
is good or defective.
5. If meter still reads zero (0), open box on back of solar panel. Check for loose wires or burned diodes.
6. For final check of solar panel, take meter leads and connect to wires coming out of the solar panel.
If reading is still zero (0), solar panel is defective or test was not done in sunlight.

MANUFACTURERS LIMITED WARRANTY

WANCO, INC. warrants to the original user that each product of its manufacture is free
from defects in material and workmanship if properly installed, serviced and operated under
normal conditions.

Manufacturers obligation under this warranty is limited to correcting without charge at


its factory any part or parts thereof which shall be returned to its factory prepaid within one year
after being put into service or 12 months after purchase by the original user, whichever is earlier,
and which upon examination shall disclose to the Manufacturers satisfaction to have been
originally defective. In any event, warranty will not extend beyond one year (12 months) from
the date of original purchase from WANCO, INC.

This warranty shall not apply to any of the Manufacturers products which must be
replaced because of normal wear, which have been subject to misuse, negligence or accident or
which have been repaired or altered outside of the Manufacturers factory unless authorized by
the Manufacturer.

WANCO, INC. makes no warranties with respect to engines or other component parts or
accessories not manufactured by the Company, same being subject only to such warranties, if
any, as may be made by their respective manufacturers. But WANCO does warrant that it will
put forth its best efforts on behalf of original users of its products to assure that such
manufacturers warranties are satisfactorily performed.

THIS WARRANTY, AND THE MANUFACTURERS OBLIGATION HEREUNDER,


IS IN LIEU OF ALL OTHER WARRANTIES, EXPRESS, IMPLIED, OR STATUTORY,
INCLUDING ANY WARRANTIES OF MERCHANTABILITY OR FITNESS FOR A
PARTICULAR PURPOSE, and all other obligations or liabilities including special or
consequential damages or contingent liabilities arising out of the failure of any product or part to
operate properly. WANCO, INC. shall not be liable for any special, indirect, incidental, or
consequential damages whether in contract, tort, under any warranty, or otherwise, beyond the
warranty quoted herein for products or parts.

No person is authorized to give any other warranty or to assume any additional obligation
on the Manufacturers behalf unless made in writing and signed by an officer of the
Manufacturer.
