GM/INFO regarding Information Security

The FOCA has published a Guidance (GM/INFO) to assist aviation organizations in the implementation of regulations (EU) 2022/1645 and (EU) 2023/203. This guide helps ensure compliance with the requirements and facilitates the relevant certification or modification process. The FOCA plans to revise this GM/INFO during the year to address certain content elements more specifically.

CO2 Ordinance and aviation : blending mandate and incentive programme

The Federal Council approved the revised ordinance on CO2. It contains implementation elements for the aviation like the blending mandate for SAF and an incentive programme to reduce aviation greenhouse gas emissions. Switzerland implements the blending mandate through the bilateral agreement on aviation with the EU and this obligation should enter into force by 1st January 2026. The incentive programme is under development but financial means are available as of 2025.

The documents related to each topic can be downloaded directly. The previous website " Aircraft Maintenance Personnal Licences (AML)" has been deleted.

EASA - Unruly passengers - Not on my flight

Unruly passengers: zero tolerance for anyone who threatens flight safety

There were 1,340 incidents of unruly passengers reported in 2022 and 1,347 in 2023. Whether it's smoking on the aircraft, consuming alcohol brought on board, disobeying the rules or instructions of ground staff or cabin crew, riotous behaviour, or physical or verbal aggression: the one thing they all have in common is that they jeopardise passenger safety. The European Aviation Safety Agency (EASA) has launched a campaign to address this issue.

The Federal Office of Civil Aviation (FOCA) is responsible for aviation development and the supervision of civil aviation activities in Switzerland. The FOCA is part of the Federal Department of the Environment, Transport, Energy and Communications (DETEC) and is charged with ensuring that the high safety standards in civil aviation in Switzerland are maintained, and with pursuing a policy of sustainable development.
