The Chittagong Hill Tracts, combining three hilly districts of Bangladesh Rrangamati, khagrachhari and bandarban districts. The area of the Chittagong Hill Tracts is about 13,295 sq km, which is approximately one-tenth of the total area of Bangladesh.

With enormous natural and human resources during the British and Pakistan period no actual development plan was taken for the socio-economic development of the lot of these areas.

Due to this compare to the other part of the country these areas remained basically neglected from the very beginning. After the independence of Bangladesh in 1971, it came under the jurisdiction of Bangladesh and entered into a period of remarkable changes and development. as part of the countrywide administrative reforms by a proclamation in 1996, Government Formed the Chittagong Hill Tracts Development Board

Under the framework of the constitution of Bangladesh and having fullest and firm confidence in the sovereignty and integrity of Bangladesh the national Committee on CHT affairs, on behalf of the government of the People's Republic of Bangladesh and the Parbattya Chattagram Jana Samhati Samiti, on behalf of the inhabitants of the Chittagong Hill Tracts, with an objective to elevate political, social, cultural, educational and financial rights and to expedite socio-economic development process of all citizens in CHT within the jurisdiction of the constitution and keeping faith on the sovereignty of Bangladesh and for the betterment of the whole population of Chittagong Hill Tracts and their further development, a peace accord (chittagong hill tracts peace accord) was signed on 2nd December 1997 between National committee on Chittagong Hill Tracts affairs and the Parbatya Chattagram Jana-Samhati Samiti.

According to this accord by Chittagong Hill Tracts Regional Council ACT 1998 a Regional Council (CHITTAGONG HILL TRACTS REGIONAL COUNCIL) was formed for co-ordination with the 3 Hill District Local Government and with an aim to make the 3 Hill District Local Government Councils more powerful and effective. The Head office of the council is at Rangamati.

According to the Rules of Business of the Government the charter of the MoCHTA is implemented by the Secretary as administrative head under the executive control of a Hon'ble deputy Minister.

The ministry of Chittagong Hill Tracts consists of 18 first class officers (one Secretary, two Joint secretaries, four Deputy Secretary, seven Senior Assistant Secretary/Assistant Secretary, one PS to secretary, one research officer), 14 second class officers, and 28 other staffs. At present the ministry is running under the direct supervision of the prime minister. Adviser ?. is acting as the deputy minister in charge of the ministry.

The local tribes, collectively known as the Jumma, include the Chakma, Marma, Tripura, Tenchungya, Chak, Pankho, Mru, Murung, Bawm, Lushai, Khyang, and Khumi.

Total population enumerated in the 1991 census was 9,74,447 of which 5,01,114 were tribals and rest are from different communities.

For avoiding the path of armed conflict and finding a political solution on the other, for a congenial backdrop for establishing peace in Chittagong Hill Tracts area within the jurisdiction of the constitution and keeping the sovereignty of Bangladesh and the whole population of hilly Area of Bangladesh a peace accord (chittagong hill tracts peace accord) was signed between National Committee on Chittagong Hill Tracts Affairs and the Parbatya Chattagram Jana-Samhati Samiti on 2nd December 1997

After the signing of the peace treaty the unstable situation in the CHT came to an end and the Ministry of Chittagong Hilltracts emerged on 15th July 1998.
