Call of the State Convention
- The State Chairman issues the call of the Convention at least 45 days prior to the convention (deadline: March 28, 2016) Call is enclosed. Bylaw B.III.A. and C.
- Notice of the convention call shall be published in major papers of the state no less than 15 days prior to the convention (deadline April 28, 2016). Bylaw B.III.C
Election of County Delegation to State Convention
- Each County Chairman calls a county convention for the purpose of electing delegates to the state convention. There is no numerical minimum or maximum to the number of delegates that each county can send, but each delegate must register for the state convention and each delegate will vote an equal share of the county’s vote based on the county’s proportionate share of votes cast in the 2012 Governor’s Primary. Bylaw B.III.D and E. County’s proportionate share is shown on County Convention Report form enclosed.
- Those entitled to vote at the county delegate convention are the precinct committee men and women that have been elected as listed in the records of the county clerk and recorder or county election administrator. That list will include those appointed by a quorum of the County Central Committee whose names have been reported to the county clerk and recorder or election administrator and the State Chairman. Bylaws B.III.D, C.III.A and C.III.H. (Note: I will ask each county to verify who was entitled to vote at their convention, who was present to vote, and the total votes cast in the delegate election.) County Convention Report form is enclosed.
- The persons receiving the most votes cast at the county convention shall be elected as delegates to the state convention. Bylaw B.III.D. The County may elect alternates who may vote at the state convention if they register for the convention and are named in writing by an absent delegate or failing that by the County Chairman. Bylaw B.III.F.5
- County Convention Report Form must be returned to party Headquarters by May 2, 2016. Bylaw B.III.D
Nomination of Delegates to National Convention
- People interested in being elected as a delegate or alternate to the National Convention shall complete a nomination form available from their County Chairman or the party headquarters and return it to the Executive Director at party headquarters PO Box 935 Helena MT 59624 or by email to [email protected] at least 14 days prior to the convention. (deadline April 29, 2016) Bylaw B.III.F.2
- A candidate for delegate and/or alternate to the Republican National Convention must be a resident and registered voter in Montana who will actively support and campaign for the nominee of the Republican Party. Bylaw B.I.G. RNC Rule 16(f)(8)
- NOTICE: Delegates will be responsible for payment of all costs for attending the convention including travel, hotel and meals. Cost is estimated at approximately $3000. Instructive Materials for the potential delegates is enclosed.
- County Chairmen will receive a list of all those turning in a nomination form. Bylaw B.III.F.2 (Target date for list May 5, 2016)
Election of Delegates and Alternates
- We have been advised that under the Rules of the Republican National Committee the Montana Republican Party is entitled to 24 elected delegates. The State Chairman, the current National Committeeman and Committeewoman are additional automatic delegates.
- In the choice of delegates, there shall be no discrimination because of sex, race, creed, color, or national origin. Bylaw B.I.G. Each state shall take positive action to achieve the broadest possible participation by men and women, young people, minority and heritage groups, senior citizens, and all other citizens in the delegate election, selection, allocation, or binding process. RNC Rule 15 (b). The state shall endeavor to have equal representation of men and women in its delegation to the Republican National Convention. RNC Rule 15(d)
- No voting by proxies is allowed at the Convention. Bylaw B.III.F.5
- Ballot Fairness provisions:
a. The names of all candidates must appear either in alphabetical order by last name, or in truly random ordering by last name;
b. The print of candidate or slate of candidates must all be in the same color, type style, type size, font and formatting;
c. No opportunity may be provided for eligible voters to vote for a groups or slate of candidates with less than one vote cast for each individual candidate; Bylaw B.I.H - Each County will get a weighted vote according to the total number of votes cast in the County in the Republican Governor’s primary at the most recent election. Bylaw B.III.E
- There will be an election for delegates. Bylaw B.III.F.4.a. The 24 persons receiving the highest number of votes will be elected delegates. Bylaw B.III.F.6
- There will then be an election for alternates. The 24 persons receiving the highest number of votes will be elected alternates. Bylaw B.III.F.4.b
- Designated observers shall be allowed to observe all phases of ballot counting. Bylaw. B.I.H.5
Nomination of Presidential Electors
- At the conclusion of balloting for delegates and alternates, the convention shall proceed to nominate and elect the Presidential Electors. Montana is entitled to three electors.
Organization of Delegation
- The elected delegates and alternates will then convene a meeting to elect a chairman and a vice chairman of the delegation and, as required by the Rule 41 of the RNC, the following committee members:
- a. Platform Committee, one man and one woman
- b. Credentials Committee, one man and one woman
- c. Rules and Order of Business Committee, one man and one woman
- d. Permanent Organization of the Convention, one man and one woman
- In accordance with Rule 41 of the RNC, alternates may not be elected to these positions.
Binding of the Delegation
- All of Montana’s delegates and alternates are bound to vote for the winner of the Montana Republican Primary at the Republican National Convention through the first ballot, if that candidate’s name is placed in nomination. Bylaw B.III.F.3

III. State Delegate Convention
F. Election of National Delegates/Alternates.
- The convention shall elect the delegates and alternates to the Republican National Convention, as prescribed by these rules and the Rules of the Republican Party.
- National Delegate/Alternate nomination forms shall be mailed to each County Chairman with the convention call. County Chairmen shall be responsible for distributing forms to those interested in their county. Nomination forms shall also be available from the State Party Headquarters. People interested in attending the National Conventions whom wish to be considered by the Nominating Committee must fill out the form and return it to Headquarters no later than fourteen (14) days prior to the State Delegate Convention. County Chairmen will receive a list of all those turning in a nomination form.
- Binding of delegates and alternates to the Republican National Convention. All of Montana’s delegates and alternates are bound to vote for the winner of the Montana Republican Primary at the Republican National Convention through the first ballot, if that candidate’s name is placed in nomination.
