Responsibilities. a. The Corps Commander appoints the SSO who ensures compliance with all applicable directives and regulations.

The Special Security Office (SSO), XVIII Airborne Corps & Fort Bragg, supports Corps operations and exercises as required by: (1) Directs Corps-wide policies and procedures related to the security of Sensitive Compartmented Information (SCI). (2) Approval authority for all CONUS-based Tactical Sensitive Compartmented Information Facilities (T-SCIF) for units within the Corps. (3) Deploys to forward location upon 75% of Corps subordinate units deployment (4) Manages all Corps (HQ) SCI accesses. (5) Supervises operation of all Fort Bragg SCIFs (excluding USASOC and JSOC). (6) Provides policy guidance on all SCI-related matters to Corps and subordinate units. (7) Coordinating for appropriate crypto materials to endure that SCI communications will operate utilizing MSE equipment. (8) Conducting Security Violation investigation as directed by applicable regulations. c. Commander, 16th MP Brigade. Provides access guards to ensure two-man, 24-hour security for all Corps TOC T-SCIFs, if needed. d. Commander, 35th Signal Brigade. Provides AUTODIN\TRITAC and MSE connectivity to terminate SCI communications. Appoints Corps AMPSSO who works with Corps SSO on accreditation and certification issues. e. Headquarters Commandant will provide triple strand wire for the T-SCIF. f. G6 will coordinate with the SSO for promulgation of correct DSSCS routing indicators. 4. General.

APPENDIX 7 (SPECIAL SECURITY OPERATIONS) TO ANNEX B (INTELLIGENCE) TO XVIII AIRBORNE CORPS FIELD SOP a. The SSO operations function the same whether it is an exercise or real world operation. Compliance with applicable regulations dictate the concept of the operation. b. SCI is carried by authorized couriers from one approved sensitive compartment information facility to another approved SCIF. This can be a fixed SCIF to a T-SCIF or form a T-SCIF to another T-SCIF, or from a T-SCIF to a fixed SCIF. The SSO ensures that the approval process has been initiated IAW DIAM 50-3 and the appropriate approval authority has granted approval. c. The SSO ensures that requests for Exercise COMINT are processed in a timely manner and IAW applicable regulations. d. The T-SCIF located at the Corps TOC will be located within the perimeter of the Corps TOC. This facility supports the ACE, which provides all-source intelligence to the Corps. e. The T-SCIF is established to provide a secure, controlled operational area that has restricted access. It will be separated from the rest of the TOC by using triple strand concertina wire, an access tent guarded 24 hours a day by two individuals, preferably military police, and supervised by the SSO/SSR. Access will be limited to individuals with appropriate clearances and on the consolidated access roster. Special access badges will be utilized to identify properly cleared individuals. f. Additional T-SCIF requirements will be coordinated with the SSO or SSR. g. All T-SCIFs will be occupied by at least two indoctrinated individuals during the entire operational period. Access guards are required to have at least CONFIDENTIAL-level security clearances. They are not authorized anywhere within the perimeter of the T-SCIF. A field phone provided by the SSO will be used to contact the SSO when questions arise. h. All packages, briefcases, and bags brought into the T-SCIF are subject to inspection by the guards under the direction of the SSO. Electronic equipment, radios, walkie-talkies, cellular phones and those items designated as prohibited in the SSO guard SOP are not authorized in the facility and will be left with the guard. All packages leaving the T-SCIF that contain classified information will be inspected by an SSO representative and

They will be issued a package pass that authorizes the wrapped material to pass by the guard without being opened. All other packages, briefcases, and bags will be inspected by the MP to ensure that no classified material is improperly removed from the area. The SSO will conduct a security violation investigation if the guards identify a violation. i. "Eyes Only" messages for release by the CG, DCG and Chief of Staff are usually prepared by the Secretary of the General Staff's office, but may be prepared by other staff elements as necessary Offices preparing "Eyes Only" messages should ensure that they follow the format in AR 25-11. They should also check with the SSO to ensure messages have the correct SSO address, which is different from the addressees used for normal (GENSER) messages. Once an EO message has been delivered by the SSO to the addressee or his designated representative, the addressee may hold, file, reproduce, or dispose of it as he deems appropriate, with the exception of EO messages containing SCI material, which must be held by the SSO until destroyed j. Access to the CTOC is required for access to the ACE. The G2 CI section coordinates for the TOC badges and the SSO coordinates for ACE or SCIF badges. The rosters are different and subordinate S2s should ensure collateral access is properly coordinated. 5. Other SSO Services. a. Outgoing "Eyes Only" messages for release by the CG, DCG and Chief of Staff are usually prepared by the Secretary of the General Staff's office, but may be prepared by other staff elements as necessary Offices preparing "Eyes Only" messages should ensure that they follow the format in AR 25-11. They should also check with the SSO to ensure messages have the correct SSO address, which is different from the addressees used for normal (GENSER) messages. Black Book: The ACE will provide summaries of current intelligence for the Command Group and other authorized recipients.

Indoctrination/Reindoctrination/Debriefing: Indoctrination of people newly eligible for SCI access, periodic reindoctrination of indoctrinated people, and debriefing of people whose need-to-know for SCI material is ending, are functions normally accomplished in garrison. Under exceptional circumstances and with notification prior to deployment these functions can be performed by the SSO at the Corps Main SCIF. d. Access Certification and Visit Requests: Prior to deployment the Corps SSO will provide SCI access messages to other SSOs in the area of operations for those indoctrinated people expected to visit their facilities. It is each individual's responsibility to identify to the SSO as soon as possible places where he/she may visit to allow sending a visit request and access certification. Beginning the access certification process on arrival at the SCIF to be visited will delay entry by hours or even days. A similar responsibility exists for people at XVIII Airborne Corps expecting visitors; that is to alert the SSO to expect a visit. Collateral clearance (i.e. CONFIDENTIAL, SECRET, TOP SECRET) data also needs to be passed to G2 CI (for incoming visitors) as well as the Installation TOC or compound access control point.
