Hot glue sections. Light blue Offray indoor/outdoor ribbon. 3 inches extra wrapped above noodle to cover top PVC piece. Flowers from Dollar Tree. Organza bow. Top PVC cap. Plastic Dollar Tree table cloth cut in half. Spray all with glitter spray. Blue flood light on timer. Waterproof. Total project $10.50.
