…c-dev#3040) After merging sqlc-dev#3027, I've been working on getting sqlc to work without CGO. mattn/go-sqlite3 requires CGO, so I've switched to modernc.org/sqlite which does not.

After merging #3027, I've been working on getting sqlc to work without CGO. mattn/go-sqlite3 requires CGO, so I've switched to modernc.org/sqlite which does not.
