Excursion on the A&BB near Wadsworth

Akron & Barberton Belt SW1500 Nos. 1501 and 1502 are on an excursion on A&BB trackage (Ex-Erie Lackawanna trackage) in Wadsworth on November 16, 1984. Both units were later work for the Akron Barberton Cluster Railway.

Working on the ex-AC&Y

A Norfolk & Western crew member appears to be lining a switch for Alco S-2 No. 107 in Akron in April 1971. The unit was built for the Nickel Plate Road as No. 38 in August 1947. The Akron, Canton & Youngstown acquired the unit in 1967 and sold it for scrap in 1974, but it managed to escape the torch. It may have ended up in Worthington, Ohio. Before all of that occurred, the N&W painted the 107 blue and gave it roster number 2038.

Rare Conrail Meet in Akron

Conrail was barely three months old when I made this image in Akron. On July 9, 1976, Penn Central U30B No. 2857 is northbound while another PC unit is southbound. This is one of the rare times I saw a meet between two Conrail trains in Akron. The 2857 was built for the New York Central and later was on the Conrail motive power roster. It had the same roster number for all three railroads.

Red Board in Berea

An eastbound Penn Central train led by three F units has a stop signal at the west end of the CP190 interlocking in Berea in September 1973. Perhaps the train is waiting for the oncoming westbound to clear the interlocking plant.

U.S. Solicitor General Argues Federal Law Preempts State, Local Grade Crossing Regulation

The Biden administration argued in a brief filed with the U.S. Supreme Court that federal regulation of railroads preempts state laws regarding regulation of grade crossings

The assertion was made by U.S. Solicitor General Elizabeth Prelogar in an Ohio case that the high court is considering accepting on appeal.

The supreme court is considering hearing an appeal brought by the State of Ohio of an Ohio Supreme Court ruling.

The state made the appeal after the Ohio high court ruled that Ohio’s grade crossing law was unconstitutional.

The Ohio case stemmed from a 2022 case involving CSX trains blocking crossings in Marysville. The Class 1 railroad was cited numerous times for blocking crossings while switching at a Honda assembly plant.

Ohio Attorney General Dave Yost is seeking to have the high court overturn the state court’s decision on public safety grounds.

That position has drawn the support of 19 other state attorneys general who want the U.S. Supreme Court to rule on whether Congress has granted the U.S. Surface Transportation Board sole jurisdiction over matters regulating crossings

Prelogar’s filing supports the Ohio’s Supreme Court decision that overturned the state law. The filing urges the court not to take the case.

The brief argues that lower courts have long held that state and local laws regarding blocked crossings are preempted by federal laws regulating matters of interstate commerce.

Yost and the other attorneys general have countered that those court rulings have misinterpreted the federal law, saying it established that the STB has jurisdiction over rates and practices but that federal law is silent on matters of safety.

Prelogar also argued in the filing that “Congress’s desire for national uniformity has remained steadfast even as its regulatory goals have evolved” and that the Ohio law “unreasonably burden[s] interstate commerce.

“Congress’s choice to provide funding to eliminate grade crossings rather than to specify its own blocked-crossing rule is consistent with its duel focus on deregulation and national uniformity.”

Ohio’s appeal has drawn support from the International Association of Sheet Metal, Air, Rail, and Transportation Workers-Transportation Division; Brotherhood of Locomotive Engineers and Trainmen; and the Academy of Rail Labor Attorneys.

The labor groups argue that unless the lower court decision is overturned, states and the Federal Railroad Administration would be unable to regulate matters of railroad safety.

NS Implementing Yard Planning Software

Norfolk Southern has begun using a software program from Wabtec known as Yard Planner.

In a news release, NS said it is the first Class 1 railroad to use the program which it described as being designed to provide more consistency in car movement.

The first installation of the program on NS occurred in September in Norris Yard near Birmingham, Alabama. NS said it will eventually use Yard Planner at all of its hump yards.

The program uses computer-aided decision making. Wabtec said use of the program can help reduce switching by as much as 10 percent, boost car connections by 10 percent, reduce dwell by 5 percent, and ease yardmasters’ planning workload by more than 40 percent.

The software generates a yard-level car-processing plan that includes detailed schedules for the movement and processing of every car.

Wabtec said the program also visualizes current car inventory, activities, and inbound and outbound schedules.

NS said it plans to tie Yard Planner with its Movement Planner software, which is an automated dispatching tool.

B&O in Sterling Two for Tuesday

Richard Jacobs spent a lot of time over the years photographing the Erie Lackawanna and Baltimore & Ohio mainlines west of Akron. One of his favorite places to hang out was Sterling where the two railroad crossed at RU Tower.

Here are two images of B&O trains passing the tower. The top photo was made in July 1974. The tower operator is giving the westbound train an inspection as it passes the tower. Note the railfans also getting their photographs to the right. Perhaps Jake and these guys were railfanning together.

The bottom image of an eastbound was made in February 1972. Today the former B&O mainline is the CSX New Castle Subdivision. The tower and EL tracks are gone.

D&TSL Two for Tuesday From Toledo

The Detroit & Toledo Shoreline operated between its namesake cities between 1898 and 1981. For much of its history is was owned in part by the Nickel Plate Road and its predecessors and successors. The Grand Trunk Western, which was a co-owner of the D&TS, bought out N&W’s ownership share in 1981. Subsequently, the D&TS began operating under the Canadian National banner, which it still does today.

INRD Santa Train to Operate This Weekend

The Indiana Rail Road will operate its Santa Train on Dec. 1-3. It will be the 33rd year that the train has operated.

It will leave Indianapolis on Friday and make 12 stops during its three-day journey in Indiana and Illinois.

Santa and Mrs. Claus will be aboard and accompanied by costumed characters played by volunteers from the railroad and their families.

During the scheduled stops coats, hats and gloves to will be given to children in need.

Scheduled stops include the Indiana towns of Bargersville, Morgantown, Helmsburg, Solsberry, Bloomfield, Linton, Dugger, Jasonville and Sullivan. Illinois stops include Oblong, Newton and Palestine.

Visitors will be able to board the train to see Santa at all stops except Bargersville, where Santa will receive visitors at the town hall.

RBM&N Holiday Trains to Serve Pittston

Holiday-themed excursion trains on the Reading, Blue Mountain & Northern will have an added stop at Pittston, Pennsylvania.

In a news release the regional railroad said it will be the first time it has offered holiday train rides in the Pittston area, which is near Wilkes-Barre/Scranton.

The schedule includes Santa Claus trains and winter character specials. All trains will have Christmas music and treats.

Santa trains will depart at 10:30 a.m., 1 p.m. and 3:30 p.m. on Dec. 2, 3, 16, 17, 23 and 24. The rides will last 80 minutes round trip.

The winter character trips will depart the Wilkes-Barre/Scranton Regional Railroad Station at 11 a.m., 1 p.m. and 3 p.m. Dec. 26-29.
